Prime Leader Zanramon was the dictatorial Triceraton Prime Leader and an enemy of the Ninja Turtles and Professor Honeycutt.

Some TMNT stuff was always meant for grownups.

Zanramon was the ruthless Prime Leader of the Triceraton Republic who led the war against the Federation of D'Hoonib in the Mirage comic book. Originally, the society of the Triceratons was a democratic republic, but eventually Zanramon succeeded, to seize the sole power in the state itself, and to transform it into a dictatorship. Under his ambition the Triceratons undertook more conquests in the galaxy, which ultimately resulted in a bitter war with the Federation. This conflict was sparked livid, as both sides learned of a new Transmat that the Federation scientist Professor Honeycutt had invented. Agents and the military were sent to capture the professor who was caught in a robot body, but just by chance the Ninja Turtles were accidentally transported by an Utrom teleporter to this galaxy in the way of the the hunting groups. Since the Turtles were therefore now also being chased by the Federation, they began to protect Honeycutt from his pursuers.

Despite all efforts, the Turtles and Honeycutt were eventually captured by Zanramon. To his end, Zanramon sought the Transmat device created by Professor Honeycutt for the Republic's use against the Federation. Zanramon presented the professor with an ultimatum either to build the Transmat or having to be responsible for the execution of his new friends. The Turtles captivity is short-lived, however, as they managed not only to free themselves and the Fugitoid from their captivity but to take Zanramon hostage as well. While making their escape, unfortunately, Zanramon was accidentally shot by his own guards and presumed dead by the Turtles. Zanramon is not heard of again until TMNT (vol. 4) #28, where Michelangelo is informed that Zanramon had survived his injuries, and was no longer Prime Leader of the Triceratons: after the debacle over the Fugitoid's escape, the then-leader lost political capital, and he was quickly deposed by opposing factions. His current fate is unknown.
