Xiang Fei Tong is the leader of the triad known as the Ghost Boys. Her first appearance is as an unnamed cameo during a meeting of New York City crime bosses in City Fall, part 4, but she gets an expanded role in the Bebop & Rocksteady micro-series issue. During the events of this issue, Karai attended a meeting with Xiang in order to ensure her attendance at the Shredder's upcoming meeting of underworld elements, as he had plans for the Ghost Boys. Xiang was secretly planning an attempt on his life.
However, the meeting was interrupted by Rocksteady and Bebop recklessly killing Xiang's followers outside. Believing this to be deliberate treachery, she vowed that she would not submit to Shredder and fled. Rocksteady and Bebop pursued and eventually caught up to her, but she managed to elude them long enough to flee the building. The police were waiting for her outside.
At some point Xiang made her way to Houston, where she formed the New Ghost Boys. She encountered a newly demutated Rocksteady and Bebop, and ordered her men to kill them using the Ghost Bots. Agent Ravenwood arrived and easily defeated Xiang, having encountered her in the past.
