A Weather Maker is a device used by the Foot Clan to control weather in the 1989 arcade videogame NES adaption. It is visible during the bossfight against Tora in the New York City Central Park. It has caused the snowfall, transforming springtime back into winter.
Instead of flying in the sky over New York City, like in the original TV series and Archie comics, it's seen hovering just above ground.
