Tortoise-Man is an enemy of Wingnut and Screwloose, who they confuse Michelangelo for upon their first meeting in "Bat in the Belfry".

- Tortoise Man is reminiscent of the Flash villain Turtle Man in both name and apparent ability, and to a lesser extent, his predecessor, The Turtle. Turtle Man's image in DC's Who's Who sourcebook, as seen in the first link, was even drawn by Peter Laird.
- His overall appearance is reminiscent of the Batman villain Oswald "The Penguin" Cobblepot.
