The Minnetonka Mutant (real name Todd) was a mutant city worker who appeared in the 2003 TV series. Todd was working in the sewers when he was attacked by something. Later when the turtles were walking in the sewers they found Todd mutated into a cockroach mutant. In a fight with the turtles the Minnetonka Mutant stun Don and infected him with the Outbreak mutagen, after this Don mutated into a monster. The Minnetonka Mutant was caught by Baxter Stockman and his troops after what he was pleased at Area 51 in Bishop's lab. After Leatherhead (using and advancing Baxter Stockman's research) found a cure, Todd was transformed into a human again, and presumably was returned to New York.
