Todd was a city worker in the 2003 TV series episode "Outbreak". Todd was working in the sewers when he was attacked by something. Later when the Turtles were walking in the sewers they found Todd mutated into a mutant cockroach. In a fight with the turtles the Todd stung Don and infected him with the Outbreak mutagen. Later on, Don mutated into a monster. The Todd was caught by Baxter Stockman and his troops taken to Area 51 for further study in Agent Bishop's lab. After Leatherhead (using and advancing Baxter Stockman's research) found a cure, Todd was transformed into a human again.
