The Time Scepter first appeared in the third season episode Time Travails. In the 2003 Series the Time Scepter is described as "Having a mind of it's own" as Lord Simultaneous explained to the Turtles. An example of this is in the episode The Real World, Part 2 Where the Time scepter, Combined with the Ultimate Daimyo's War Staff brought the Turtles together and the helped destroy Ultimate Drako.

In the Return of Savanti, Part 1 it also became clear that the Time Scepter can "overheat" probably due to over use or being so sensitive to a sudden and dramatic change in the timeline and in Part 2 it is also unbelievably durable as it can survive being digested. Savanti also described this as being "omnipotent".

The Time Scepter makes a re-appearance in the packed-in comic book for Teenage Mutant Ninja Turtles Smash-Up, where Donatello uses it in an attempt to instantaneously transport the Turtles, Splinter, April, and Casey to The Shredder's Japanese headquarters. The Scepter malfunctions, and the group ends up hopping to an Amazon rainforest and feudal Japan before finally arriving at their destination. In the Teenage Mutant Ninja Turtles 3: Mutant Nightmare the Time Scepter could heal a players lives and bring back players that died but not too many of them are in the game. In the third live action movie its style is very different and belonged to a ruthless japanese ruler from 1603 in ancient japan but only sent people to the futre and past unlike Lord Simultaneous,s Time Scepter which could sent the turtles to other dimensions and could make people stand stil not to mention it turned the Ultimate Ninja into a kid giving him another chance to make his life better and he never remembered what happened. Ultimate Ninja after being turned into kid throught his oold horrible life was a bad dream and later made friends with all four turtles but Drako never had a second chance. The Time Scepter from the third movie need the same amount of people form the past and present to hold it and say open wide the gates of time in order to get back to were they belong. When being teleported to the past or future both people swich cloths but in the third live action movie the turltes still had their colored masks even thought they swiched with the honor guards from a battle in 1603 japan.
