The Pantheon is issue #35 of Tales of the TMNT volume 2, published on June 2007 by Mirage Studios. It contains a backup story, Secret Spirit.

Synopsis[]
The queen of cats visits the Old Rat King and chides him on his delay in picking a successor. After she leaves, he admits that she is right.
Splinter meditates and is suddenly struck by a presence. It is a bandaged man calling himself the Rat King. The two duel with mystic powers, and Splinter gets the upper hand, using his abilities to see into the Rat King's mind. He sees that he was once a criminal who was knocked unconscious and taken to a hospital to recover. He escapes, but is confronted by the Old Rat King, who chooses him as a successor. Unfortunately, this new Rat King has used his bestowed gifts selfishly, and ignored the kingdom of rats he inherited.
It appears that Rat King has been humbled by Splinter, but it turns out to be a ruse and the Rat King strikes back, putting Splinter into a daze. As he prepares to take his leave, he is confronted by the queen of cats and the rest of the Pantheon, deeming him even more unworthy of his title than they had assumed. The queen of cats kisses Splinter on the cheek and releases him from his trance, as the rest of the Pantheon chases down and corners the Rat King. The queen offers the role of Rat King to Splinter, but he wonders what will happen to the current one. She tells him he will die. Splinter rejects the offer, saying that he cannot allow his actions to cost someone their life. The Pantheon accepts his choice, and the queen of cats tells Splinter he will have one more chance to join them, at the moment of his own death. They bid Splinter farewell and he returns to his mediation in the sewer.
