The Baron is an albino Haitian drug lord and a Voodoo practitioner. The Baron was first mentioned in Hun, but only made an actual appearance in a flashback in The Burning Man, where he fights Raphael. The Baron blasted him with some sort of powder, and as Michelangelo narrates, Raph came back "trippin' balls".
