The gloves are off as the Turtles and Street Fighters team up in an all-out brawl against a squad of mysterious mercenaries... Synopsis[]
A captured Chun-Li and Raphael are escorted out of a truck by Bison Troopers after they reach the Halo Soda Bottling Company plant. Raphael notices Baxter Stockman there and immediately realizes that he should have known he was behind the kidnappings. While Raph says that these actions are "low" even for him, Chun-Li states that it's right on par with M. Bison's usual plans.
Stockman, however, is angry to see Raph there, telling Bison that he wanted them away from their plan so that they had no opportunity to stop it. Bison backhands Baxter and while they quarrel, Raph tells Chun-Li that he wants to attack while they're distracted, but she says that they're better off allowing them to slip their plot itinerary before they do. Raph tells her she can wait and he'll go ahead with his plan to attack immediately, but ends up assaulted by Bison as he'd making his point to Stockman about Raph's built-up Psycho Power.
Meanwhile, one of the knocked-out Bison Troopers from attack on Eastlaird Casino, regains consciousness and high-tails it back to base. The remaining Turtles, Ryu, Guile, and Ken, in the casino's security office, try to deduce how Bison moves a massive army through Atlantic City unseen. It dawns on Don that they might be moving underground, and the security foreman realizes he might mean the delivery tunnels. Just as the group declares they need to check those tunnels, Guile spots the lone Trooper on one of the security monitors making his getaway, giving them an easier lead in finding where Raph and Chun-Li were taken.
Mike and Guile head after the Trooper, while Leo, Jenny, Don, Ryu, Ken, and the security foreman investigate the tunnels. Upon seeing the Halo Soda stock in the tunnel entrance, Ryu realizes that "Halo Soda" is an anagram for Shadaloo, Bison's multinational criminal enterprise.
Meanwhile at the bottling plant, Bison and Stockman reveal their plan to create a "Psycho Bomb", fueled by Psycho Power so that they can extort anybody they want with it. Having finally gotten what she wanted, Chun-Li launches into a Spinning Bird Kick and knocks out two Troopers.
Guile and Mikey chase their quarry to a Ferris wheel. Mikey scales after him to bring him down to ground level.
Back at Halo Soda, Chun-Li mounts Stockman's shoulders and chokes him with her cuffs, while Raph attacks Bison. Stockman disengages the magnet holding her cuffs together to get her off of him, and she mocks him for his apparent blunder in freeing her arms, before he promptly reconnects them. Bison throws Raph into a stasis tank but has trouble taking him out of the equation altogether, which Stockman needles him over. While the two villains argue, the pair escapes, which Bison realizes too late.
As the rest of the crew advances through the tunnels, beating up Bison Troopers all the while, Guile phones Ken and tells him they caught their Trooper and before he can divulge that the perpetrators are hiding at Halo Soda, Ken reveals that they already know. They make a plan to meet up at the plant.
Chun-Li and Raph rush down the tunnels, chased by a gaggle of Troopers. Raph offers to hold them off while Chun-Li runs ahead to get help. Mikey and Guile reach the plant. While Stockman is checked out by a nurse for potential lasting injuries, the stasis tank Bison threw Raph at breaks open and Stockman hears a familiar voice, causing him to panic and ask Bison why he brought that madness into their midst....
Out of the tank steps a very angry Shredder.
