When a prestigious martial arts tournament invites fighters to travel to Atlantic City and test their skills, the Teenage Mutant Ninja Turtles jump at the chance to compete. But a big stage means big competition, and the world famous STREET FIGHTERS have shown up in force to prove the mettle of their PSYCHO POWERED fighting forms. As if that's not enough of a challenge, there are rumors of competitors disappearing and the identity of the contest's benefactors is shrouded in mystery.

Synopsis[]
Guile faces Raphael in a fighting ring. The two are essentially evenly matched, trading blows and insults with regularity. Unbeknownst to them, Baxter Stockman and M. Bison monitor the fight on monitors in a secret location. Bison appreciates Raphael's pure rage, but Stockman says that he is off-limits for their plan, as chaos and destruction follows the Turtles wherever they go.
Flashback to before the fight, Michelangelo loads up on snacks at the concessions stand, and bumps into Chun-Li, getting cheese and soda on her qípáo. Mike looks for Leonardo to help him with his haul, but he is busy talking to a woman whose husband suddenly went missing....
Back at the fight, Ryu muses to Ken that Guile and Raph have been grappling for five minutes. For his part, he finds this exhilerating, although Ken thinks that Guile might feel differently. Raphael, however, is the one who calls out that he just wants a 'normal" fight; Guile tells him, though, that there is more to a "normal" fight than punching and kicking, and Raph takes this as advice to throw him off and wail on Guile with a combo. Meanwhile, Bison, against Stockman's wishes, has the referee make up a reason to call the fight. After Raph uppercuts Guile in the throat, the ref disqualifies him for this action. This decision angers both fighters, who insist on continuing the fight; the ref tells him that the decision is made and if they want to keep fighting, to take it outside in the streets.
Later, at a casino, Raph takes out his anger on a roulette table. A security guard barks at him for disrupting the games, but he is interrupted by a man who had been tracking the guard, insisting that he help look for the man's missing sister. Leo presumes this is another missing fighter like the husband of the woman from earlier, but Jennika thinks that they're just waylaid by the gambling and "debauchery" of the city. Raph storms off to find Guile and pick a fight with him.
Mike's match comes next, and as luck has it, he is faced up against Chun-Li. She wastes no time in fighting aggressively, trying to take him out as fast as possible. Mike asks where the part where they size each other up and get a read for each other went, and she says that she did that during their previous encounter. Chun-Li mounts Mike's shoulders and wraps her legs around his neck, closing off his oxygen and forcing him to tap out.
Out on the streets after the fight, Ken, Ryu, Guile, and Chun-Li discuss the latter two's matches and Guile feels like something is weird about the tournament, between his fight's decision and all of the missing fighters. Ken and Ryu try to convince him not to be too upset about it since the call was in his favor. Ryu is convinced that Guile would have won regardless, and Raph suddenly jumps in and attacks Guile. As the two fight once more, Bison watches them and hopes that he can draw out the Turtle's Psycho Power.
