The fallout from the confrontation between the Mutanimals and the TMNT continues with many questioning what direction Mutant Town is headed for. While the Turtles discuss their new path forward, Hob begins to set his sights on a new target: Baxter Stockman!

Mona, Donatello, Jennika, and Michelangelo begin work on sifting through the supplies at Mighty Mutanimals HQ. Don theorizes that Hob actually had intent on disseminating the supplies and just lacked the infrastructure to do so, but the others are more preoccupied on raiding his stash to give out to the public.
Mona and those three Turtles meet back up in Hob's office. They discuss turning the headquarters into Mutant Town City Hall. Mona, Lola, and April talk about starting a newspaper, with April adding that her mother, although now since retired, has offered to be their soruce on the outside of the wall. Don insists they prioritize setting up a judicial system, to expedite the fate of the Mutanimals they have caged. After Leo, Don, Mike, Jenny, and Alopex decline (and Pete volunteers, although Sally says he'll be her "advisor"), Raphael reluctantly accepts, hoping to atone for his misdeeds.
As the Splinter Clan and their allies prepare to hand out supplies, the weasels approach Hob's cage and he convinces them to go on a "treasure hunt" for him.
Sally and some of the Clan members hand out supplies to the population. Don and Jenny notice that Leo is being broody. Their brother admits that although he wants there to be structure in Mutant Town, he doesn't feel comfortable with the Clan being an arbiter or, necessarily, having any sort of power or commandment over the town. He wants to keep helping people as just a "thing they do" and not a job, and not make decisions that could have some sort of unintentional impact on the lives of the denizens. Jenny also adds that the four brothers are still "babies" essentially, and that these are all too heavy for mere teenagers to have on their backs.
A week later, it's Hallowe'en night, and the Turtles prepare to take Lita and the weasels trick-or-treating, but the weasels are nowhere to be found. The clan leadership (minus Raph, who is at the Mutanimals HQ with Sally) go out to look for them, leaving Lita with April and Sheena.
Meanwhile at the Mutanimals HQ, some mutants protest for Man Ray's release. Raph can't understand why they'd do this after everything Ray had done. Sally says some of them, at least, are probably Ex-Mutanimals, and either way, they'll probably have to let Ray go eventually anyway. Behind them, the weasels - in their Hallowe'en costumes - race downstairs with lockpick implements and guns in their candy buckets. The Clan leaders arrive and ask Raph if the weasels were there, to which he denies, just as they turn the corner and see them freeing Hob. Hob scatters and heads into the sewer.
The Clan chase Hob into the sewer, and he turns his guns on them. Leo and Al say that it's too dangerous at that point and to just let Hob go, but Raph insists on pressing on to protect the town. Raph rushes Hob while Jenny throws a shuriken, and Raph gets shot in the arm for his trouble. Hob continues fleeing while the shocked Clan members look after Raph.
Hob comes to a door at the end of a tunnel and puts in a keycode. Inside is Lindsey Baker (whose hand is noticably not human), who is working on synthesizing a mutagen for Hob. She hides her hand in her coat pocket while the two discuss the New York islands and how they'll access them. Hob then turns to a crate of dynamite and discusses getting rid of the wall, and how he intends to recruit the weasels to do so.
