Synopsis[]
In Japan in the year 1593, a young man named Kenshin attempts to escape the castle of his father, Lord Norinaga, to see his beloved Mitsu, who is incidentally the leader of a rebel troupe fighting Norinaga's forces. His royal guard rounds Kenshin back up and takes him back to his father. Walker, an English gun runner doing business with Norinaga, interrupts their argument with news that Norinaga's enemies are receiving reinforcements.
Kenshin storms through a monastery on his father's grounds, and a gust of wind blows a scroll at him that features vicious kappa printed on it. He also encounters a bizarre scepter and picks it up.
In 1993 New York City, April O'Neil visits her friends, the Turtles and Splinter, with a number of gifts. For Splinter, she bought what she thinks is an ancient Japanese "egg timer", but it is actually the same scepter that Kenshin holds back in Japan. The synchronicity causes April and Kenshin to swap places in space and time, appearing in each others' time, position, and wardrobe.
Back in Japan, Norinaga is convinced that April is a witch who has done something with Kenshin. Walker taunts her and she is sent to Norinaga's jails.
The Turtles come up with a plan to use the scepter to transport to Japan and bring April back. They recruit Casey Jones to watch over whoever appears on their side from Japan. The Turtles swap places with members of Norinaga's guard, while the Turtles arrive on horseback in their armor. Donatello, Leonardo and Raphael are thrown into mud and then witness a fire blazing, while Michaelangelo, holding the scepter, rides backward into the forest and is knocked out by Mitsu. She notes that he is a "kappa" that is felled as easily as a man. She has some of her men bring him back to their camp.
The other Turtles use their armor as disguises to sneak into Norinaga's castle. Upset that his honor guard and the sacred scepter are missing, he orders his guardsman Murota to find them. The Turtles make their way to the dungeon and beat up the guards, freeing April and a prisoner who looks a lot like Casey. They make their way outside by the way of refuse chute.
Michaelangelo finally wakes up the following day at the rebels' village, scaring the children there.
The Turtles and April wash up, but are ambushed by Mitsu and her rebels. Leo takes off his mask, and the rebels realize he's a "kappa" like the other one they've found. Just then, however, she sees that her village is on fire; Walker and his men have taken to attacking the village. One of the men sees the silhouette of an "honor guard" but when he sees Mikey's face, he flees and tells Walker of a "demon". Walker is convinced that it's just a samurai in a mask.
The other Turtles arrive and battle Walker and his men. Walker feigns an attack on the children in order to escape. Mitsu's grandfather then runs out and says that Yoshi (his grandson and Mitsu's little brother) is still trapped in the fire. Michaelangelo pulls him out, and Leonardo resuscitated him. This warms the village's feelings to the Turtles.
Meanwhile in New York, Kenshin is growing exasperated by his new locale and his time away from Mitsu. After Kenshin throws a mug and breaks it, Casey feels like maybe he can subdue the visitors' rage by introducing them to hockey on TV.
Walker reports on the "demons" to Norinaga. Norinaga points out the kappa on the ancient scroll that Kenshin had seen, which depicted them defeating his ancestor. He believe the kappa are back to do the same to him. Walker ups his price for his guns from rice to gold, seeing how now they're dealing with demons.
Since the Turtles still can't find the scepter, they enlist the village's blacksmith to make a new one. Raphael sees Yoshi roughing up some other kids, and one of the other kids say they aren't actually fighting, they're "practicing" to fight the daimyō. Raphael takes Yoshi and the other kids to teach them to actually have fun.
Mikey goes to Mitsu and they discuss Kenshin, who Mikey realizes is her beloved. He sees a girl practicing with nunchaku and shows off his skill, saying that he can teach them to use them. Mitsu angrily declares that since they cannot stop bullets with their hands, they will all die during Norinaga's siege on them the following day.
That night, Norinaga tells Walker that they will buy and use his guns, and that his dungeon is getting crowded. Walker remarks that then, they shouldn't take any more prisoners and instead just kill everybody. This seems to upset the daimyō.
With the new scepter crafted, the Turtles prepare to return home. However, Mikey drops it and shatters it. They try to ease his guilt by saying it might not have even worked, due to the scepter's power's complexity. April suggests they have another built, but Don tells her there's no time. Mitsu agrees, saying that Walker and the daimyō will be there in the morning.
Raph tries to cheer up a mopey Yoshi, giving him a yo-yo that he made. Yoshi guilty at having hid it, reveals that he found the scepter in the woods and stashed it under his house's floorboards. Raph angrily accuses Mitsu of making Yoshi hide the scepter, but their grandfather confesses it was him, as he wanted the Turtles to fight and not endanger Mitsu. Just then, Whit, the prisoner who dashed out of the prison while the Turtles and April were fleeing, shows up on horseback and grabs Mitsu at knifepoint, demanding the scepter. He takes off with both Mitsu and the scepter, telling the Turtles to bring Kenshin with them before morning in exchange for Kenshin.
At Norinaga's castle, Norinaga now accuses Mitsu of having done something with his son. She says that he's gone and only the scepter, which Walker has, can bring him back. Mitsu pulls a knife, but Walker disarms her and she is sent to the dungeon. Walker protests that he doesn't have the scepter, but soon thereafter, he and Whit discuss it on one of their ships.
April rides in on a carriage as a distraction for the guards while the Turtles sneak into the castle. They knock out the jailer and rescue Mitsu, fighting through guards. They see the scroll of The Battle of a Thousand Swords, noticing their similarity to the kappa that had beaten Norinaga's ancestor. Norinaga and some more guards arrive, shocked that the kappa now appear before him at last. The daimyō pulls a katana] and slashes, hitting Mike in the side as he pushes Mitsu out of the way. Another brawl ensues with the castle guard as Norinaga flees. After he falls off his horse, Leo and Norinaga duel, with Leo cutting a bell down to contain the daimyō underneath instead of killing him.
Meanwhile, Walker has captured April again, but gives her up so that his men can shoot them. Whit protests, but Walker says to shoot him too. The Turtles taunt Walker, telling them to shoot them himself. He unveils a cannon and fires, but Leo ducks his head into his shell and the cannonball soars over him, smashing the bell and ruining Norinaga's hair.
Walker runs, and the Turtles ascend to the rooftops to give chase. To escape, Walker throws the scepter off the roof and proceeds to descend via rope. Whit fires a catapult that hits the roof and damages the rope, sending Walker to his death. Mike leaps up and grabs the scepter, and the Turtles form a chain, grabbing one another's ankles to stay tethered to the roof.
In New York, Casey takes the honor guard out to experience the night life, while Kenshin stays back and complains to Splinter about how they aren't yet back to their own time. As they go to leave, one of the guardsmen bumps a guy's beer, and they get in a barroom brawl. Mike tells the others that he wants to stay behind with Mitsu and Yoshi, and Raph and Leo also entertain the idea. Mike gets the idea that they can just send back statues from the temple instead of them, but Mitsu encourages Mike to return. Back in New York, Kenshin activates the scepter (and one of the guardsmen, Benkei, tries to being a TV with him, but is chastised by Kenshin), and Leo realizes that it's best to go and not interfere with time any more than they have. Mike seems to be too late as the others disappear as he's saying his goodbyes.
Mike initially returns to fail, leaving Benkei there alone of his group, but then it glows again and he swaps places with Mike. Back in Japan, a humbled Norinaga happily welcomes his son home.
Michaelangelo worries Splinter that he is troubled, but Mike just asks where the pizza is.
