Teenage Mutant Ninja Turtles Guide to the Universe is a supplemental book to the Teenage Mutant Ninja Turtles & Other Strangeness role-playing game. It is the fourth game supplement, with the others being After the Bomb, Road Hogs, and Teenage Mutant Ninja Turtles Adventures!.

The Setup[]

There are two dominant forces in the galaxy, the Triceraton and the Federat civilizations. This is a relatively new shift in intergalactic dynamics, as neither of these races were noticed any sooner than a thousand years ago. Once upon a time, there were many other ancient civilizations and some of their remnants can still be found, such as the Tubers.

Rampant mutation has been the cause of hundreds of different sub-species, which is what happened to the Tubers. These races are a scattered peoples and most are servants of either the Triceratons or Human dominions. Why Earth's residents have not suffered the same fate of most other habitable planets is due in part to its location on the far outskirts of the galaxy.

There are numerous possible reasons to explain the unrestrained mutation. Theories abound, such as an ancient genetic-biological war having produced viruses that are reactivated every few centuries, or mutagenic compounds having polluted a planet. It could simply be that scientific trial and error during attempts to make improvements to a species could have actually fundamentally changed them.

Whatever the cause, the process could be starting once more. The Triceratons, in response to hostile atmospheres, have developed the ability to self-mutate. This could be the start of the downfall of yet another empire. However, the Triceraton race is less concerned with this at the moment, and more concerned with winning the war against the Federats. The rulers of the Triceraton Republic have a simple goal, which is the conquest of the galaxy. They have dominion over millions of star systems, but the majority of their strength must be devoted to patrolling the more troublesome central regions.

Despite these challenges, the Triceratons are interested in expansion, but are blocked by the Human Federation - the Federats. Though inferior in both technology and military strength, it is the human's style of government which gives them an advantage. The Federat ignore most non-humans, allowing for a sort of unrestrained capitalism. This allows the Federat the ability to send the majority of its fighting units to the Triceraton front. As vicious as the Federat is, it has a policy of making mutual defense pacts, trade agreements and border treaties with their neighbors, thus gaining their loyalty.

These various factors have resulted in an impasse. The Triceratons don't have the numbers to defeat the bulk of the Federat military and the Federat don't have the weapons technology necessary to defeat the Triceraton defenses. Both seek a way to break this deadlock, and both are aware of a Transmat device, devised by Doctor Honeycut (a.k.a Fugitoid). The Transmat has been used by the T.C.R.I. aliens and could solve the problem facing the Triceratons and Federat. However, in a climate of hate and warfare, the T.C.R.I. aliens have a pacifist stand and their technological superiority is used only for peaceful purposes. To avoid fighting in order to avoid being conquered, they move farther away from possible adversaries.
