Talbot Breech is a former sea captain who had been rejected from the Naval Academy. He appears as the main antagonist in the episode Funny, They Shrunk Michelangelo of the 1987 TMNT cartoon.
As revenge for his rejection, he developed a shrink ray to miniaturize ships and began collecting various sea craft in bottles once they had been miniaturized. He came to the Turtles' notice when his machine was accidentally triggered by his cat Claude, and Michelangelo found himself miniaturized and trapped in a bottle. Breech was intrigued by the tiny turtle, and decided to keep him and his sailboard.
However, Breech's undoing came about when Michelangelo managed to steal a tiny plane and make contact with the other Turtles. They stormed into his home and fought the three robots he unleashed on them, and in the course of the fight he accidentally destroyed his own shrink ray, which restored all the ships to normal size. He himself was left dangling from one of the boats.
