When Raphael gets his hands on a powerful cape that grants him superhuman abilities, the Justice Force invite him to join their team, to the detriment of comic book loving Michelangelo. However, the villainous Dr. Malignus has also set his eyes on the cape and both Raphael and Michelangelo must put aside their differences to stop him.

  • Leonardo and Donatello don't appear in this episode. This is the first and only episode in the 2003 series that Leo doesn't appear.
  • The Green Mantle is an obvious homage to the Green Lantern, specifically Hal Jordan.
  • This is the second episode in which not all of the Turtles appear.
  • The reporter reporting on the Justice Force bears a striking resemblance to the 1987 April O'Neil in terms of clothing and hair. She also says she reporting for Channel 6 news
  • This is the 2nd and final time Donnie does not appear in the 2003 series.
  • The New York Comic Caucus is an obvious allusion to the New York Comic Con.
