Carlos Chiang O'Brien Gambe reports on an unusual weather pattern in the middle of a New York City July – the third day of a record-breaking blizzard. The city is being battered by hurricane-force winds and sub-zero temperatures.
On a frozen rooftop, the Turtles plod through snow and Leonardo remarks that the weather can’t be natural. Donatello is holding a tracking device and says that it’s not natural, that his sensors are picking up electromagnetic waves that are drawing arctic air and nimbostratus clouds toward the city. Leo is freezing and says they need to find whatever is doing it soon, which they do because they’ve stopped right on top of it.
Opening a skylight, the Turtles drop into a warehouse. From the rafters they observe the The Kraang operating a weather control device, which is part of their plan to paralyze the city with a blizzard. Suddenly the Kraang spot them and open fire. Leo calls for an attack, but the Turtles move awkwardly; stiff from the cold and slow. Raphael says that they advancing army of Kraangdroids isn’t going to give them a pass.
Michelangelo tells him to relax as he holds up a large sack and extracts what’s inside. The sub-zero temperatures might slow them down but not Ice Cream Kitty! Leo is astonished that Mikey thinks the cute kitty could go up against an alien army firing laser blasters. Raph says a better idea is to bust up some Kraangdroids, but he is promptly knocked down.
As Don struggles against a Kraangdroid, he observes that they seem much harder to beat. Leo tells him that it’s not the Kraang but themselves, that the cold has made them so stiff and numb it’s throwing off their timing and moves. Mikey insists that they allow Ice Cream Kitty to help. He says she been watching their training sessions for months and is bound to have picked up some moves and has a few of her own.
To prove his point, Ice Cream Kitty bounds towards the nearest Kraangdroid and splats against the Kraang inside. The cold causes the Kraang to leap out of the ‘droid and slither across the floor. Mikey chuckles and dubs the move “Brainfreeze”.
The Kraang call to each other to eradicate the kitty, but another Kraang says they need not do so because they are going to initiate phase two of their plan. They crank up the weather controller to begin a blizzard and snow pours through the open skylight. Unfortunately for the Kraang, they did not take into account the fact that a feline composed of frozen dairy product might like the snow and ice.
Ice Cream Kitty starts to grow, becoming massive in size. She begins trouncing the Kraang and Leo takes back his earlier comment, admitting that brining the cat along was a good idea. A group of Kraangdroid’s approach, prepared to fire together because they are sure Ice Cream Kitty can’t withstand the power of their ionic weapons. Before they can employ their weapons, Ice Cream Kitty pounces on them and smashes them flat.
The Kraang finally figure out that frontal assaults are ineffective. They arrive at an alternate strategy; to cease the blizzard and raise the temperature. Putting that plan into operation causes Ice Cream Kitty to melt back down to her usual size. As they prepare to eradicate her, the Turtles leap into action, warmed up and ready to fight.
Quickly taking care of the remainder of the Kraang and then Don goes to work on deactivating the weather controller. As he tries to figure out how to overload the main capacitor, Raph walks over and stabs the main power panel with his sai. The weather controller explodes.
Suddenly Mikey shouts in agony and Raph and Don go to check on him. He is kneeling near a puddle of ice cream, lamenting the loss of his Ice Cream Kitty. Leo walks up to him with Ice Cream Kitty sitting on his hand and tells Mikey that she’s fine. Don says that since the temperature is rising back up to normal, they need to help their little heroine before she really does melt into a puddle. Mikey believes he knows just the thing.
Later, back down in the lair, Carlos Chiang O’Brien Gambe reports from Central Park that though meteorologists continue to puzzle over the freak snowstorm, parkgoers are happy the summer weather has returned. The Turtles are also happy that it’s all over and Leo says he’s also happy that Mikey was able to help Ice Cream Kitty.
Nearby, Ice Cream Kitty sits in the middle of a pile of frozen pizzas. April O'Neil says she hopes that’s enough because she pretty much wiped out the whole frozen pizza aisle. Mikey thanks her and Don compliments his little brother on his ingenuity. The frozen pizza keeps Ice Cream Kitty cool while the calcium in the cheese helps replenish the dairy products in her body. Mikey asks if there is anything pizza can’t fix and then tries to bite down on a still frozen pizza. Raph tells him it can’t fix his head.
