Mutagen Man was created when nerdy mailman Seymour Gutz accidentally stumbled into a vat of special mutagen and dismembered into a somehow still living pile of guts and vital organs. In order to survive, Mutagen Man was forced to wear a teal and purple containment suit fueled with mutagen. He did not like this and Shredder took advantage of this by using him to steal a canister of Byndex-3, promising to make him human again should he succeed. The Mutagen Man first agreed to this, but then changed his mind when he could not bring himself to steal. Seymour found that he could temporarily transform into any human, which he does by disguising himself as Vernon Fenwick. The Teenage Mutant Ninja Turtles eventually cured Seymour of his mutation by pouring the Byndex-3 into his suit and having him choose a final human form, which Donatello said would stabilize and not cause any more mutations. Seymour Gutz reverts to human form, but chooses the appearance of a good looking man. When asked why he didn't choose his original form, Seymour responded with "I may be a nerd, but I'm not stupid." He then finishes the job he was required to do, which was deliver a letter to the Touch of Romance Flower Shop. He ends up going on a "night on the town" with April O'Neil.

- Mutagen was based on a sketch made by Peter Laird for Playmates, Laird originally called it "The Unknown" and would be a mutant crossing between an ape and some kind of insect that went wrong.
