Scumbug is an animal-born mutant cockroach, and one of several mutants developed at StockGen as an experimentation utilizing mutagen. Their contemporary timeline equivelent has not been seen, as this version comes from the incident in which Bebop and Rocksteady traveled to 2012 to lay siege on the building.
Scumbug escaped their capsule and began attacking whoever was in their way. They had their jaw shattered by April O'Neil, who struck them with a pipe.
