Screwloose is amutant batfly[1] accompanying Wingnut, a mutant bat. Both first appear in Bebop & Rocksteady Destroy Everything #3. Due to their ingorance of their own origins, they assumed they were aliens instead of mutants, and quested to return to their alleged home planet.
Screwloose was one of the specimens kept at StockGen, but he and Wingnut were broken out of captivity when Bebop and Rocksteady travel back to the year 2012 with a stolen Time Scepter and ransack StockGen in search of mutagen to mutate their past human selves they brought from the year 2000.
In the aftermath of the time disaster, Wingnut and Screwloose ended up in Mexico, where they attacked livestock and humans while building a scrap-metal tower. They abducted Rocksteady and revealed their ambition to return to their planet, but were attacked by Bebop and knocked down into a canyon. They were then found by Timelords, who were attempting to repair the past damage caused by Bebop and Rocksteady.
