São Paulo (english: Saint Paul) is the most populous city not only in Brazil, but in all of South America and the Western Hemisphere, as well as the world's most populous Portuguese-speaking city.
In the 2012 TV series season 1 episode "Baxter's Gambit", Xever Montes explains that he grew up as a street urchin in an unspecified city in Brazil, and first encountered Oroku Saki while trying to steal his briefcase. Saki, who was actually the Shredder, got Xever out of jail and recruited him into the Foot Clan.
In New Animated Adventures issue #5 by IDW Publishing, Xever's background is elaborated even further: He is from the city of São Paulo, and grew up there with fellow street urchin Vitor Sousa. They were close friends until Vitor betrayed Xever during the Oroku Saki theft.
