In TMNT Volume 4 by Mirage Studios, Royal Detention Center 17 is the designation of an extrajudicial prison on one of the planets inhabited by the Styracodons. Its inmates have no recognized rights or access to lawyers, contact with the outside or any other form of due process; once imprisoned there, they are treated with brutality, and are expected to remain there until they die.
The prison first appears in issue #21, where Michelangelo wakes up to find he is in a prison, and no longer on Earth.
Mike had just previously worked as an Utrom-authorized tour guide for aliens visiting Earth, where he was officially escorting the Styracodon Regenta Seri. But Mike bent the rules of his job, as he and Seri abandoned her bodyguards and went joyriding together up the Maine coast on Casey's motorcycle, where they sampled the local cuisine, saw the seashore, and had a one-night stand of unprotected sex on a beach that resulted in Seri conceiving and laying Mike's eggs by the next morning. When Seri's bodyguards caught up with them, they assaulted Mike, beating him unconscious, and then Seri and the bodyguards smuggled Mike's body off-world through the Utrom transmat.
Mike was already bruised and increasingly malnourished, missing some teeth that were knocked loose by the guards, and given very little food. He shared a cell with numerous other inmates, each one with one of their ankles shackled to an unbreakable security cord. Mike was quickly schooled on his predicament, and soon befriended the longest-serving inmate in his cell, a blind Triceraton man named Azokk.
