Rosie Radiator is a resistance fighter in opposition of the denizens of Fort Time Piper. She has a leadership role in P.L.O.P., but it is unclear how high in the chain of command she is.
Rosie first meets the Ninja Turtles after they are dumped in the past from 5 Ply's Time Tower. Other members of P.L.O.P. take them back to base, and even though initially the Turtles just want to get home, they join the cause after Rosie explains all of the havoc across the timeline the Fort militia is perpetrating. They also note that the Fort probably has a Transmat, too, that they can utilize.
Rosie leads P.L.O.P. and their new allies, the Turtles into battle. The Turtles manage to be the deciding factor in turning the tide and the resistance is successful in their attack, with the Turtles returning to the Time Tower via Transmat. Rosie notes that they couldn't have done it without the Turtles, but becomes annoyed when a Ground Pounder stomps by, cosplaying as a Turtle.
