Rocksteady is a former human who was mutated into a rhinoceros and is one Shredder's henchmen. He is usually partners with and fights alongside Bebop. Rocksteady appears in the Eastman and Laird's Teenage Mutant Hero Turtles Adventures series.

Along with his partner Bebop, Rocksteady aids Shredder in releasing Robot crocodiles into the sewers in an effort to destroy the Hero Turtles. Croc Wars
Operating under orders from Shredder, Bebop and Rocksteady dress as police officers and proceed to commit robberies, claiming that certain property was stolen and they have to take the items away. They are spotted by April O'Neil who is in her Channel 6 newsvan. The two mutants immediately give chase in their fake police car and ram her vehicle. They capture April and take her to the Shredder.
