Rebecca Vincent is the chief of the New York Police Department in Teenage Mutant Ninja Turtles: Out of the Shadows.[1]
Biography[]
In her first appearance in the film, she is skeptical of Casey Jones' wild story about the events of Shredder's escape from custody and is dismissive before she and Jones' superior suspend him. Later, Casey and April O'Neil help Raphael and Michelangelo break into the department to retrieve a canister of Ooze belonging to TCRI when it was put in evidence, the two almost being spotted by her. Eventually, Vincent encounters the Turtles for the first time, becoming frightened by their appearance before Casey and April came in hers and the other officers' line of fire and allow the Turtles to escape before she has Casey and April placed into custody, telling her secretary to keep the Turtles' intrusion from the public. Later, she sees doctored footage of April stealing the ooze and becomes increasingly distrusting toward the duo, refusing to give them a phone call, unaware that Casey discreetly steals her phone to call for the two to call Vernon Fenwick, who shows her the real footage, which includes the mutation of Rocksteady and Bebop, she slowly warms up to them and the Turtles, and by the time the Technodrome begins reconstruction, she and the other police work with the Turtles to formulate a plan to stop Krang and the Foot Clan with Vincent offering the Turtles some support, but they decline for some clearance to the Chrysler Building.
At the film's end, Vincent honors the Turtles by giving them a speech in front of the rest of the department, and keys to the city before offering to let them be known to the public, but mutually agree to remain in the sewer and be called upon in case of emergency through April.
