The Rank Lieutenant is a character from Ninja Turtles: The Next Mutation.
He is the field leader of the Rank, distinguishable from his troops due to his cowl being magenta. Dragon Lord makes him the fall guy of the Rank failures, but the lieutenant is quick to put the blame on Wick.
