Rahzar and Tokka are a pair of mutants who act as muscle for the Foot Clan in video games loosely based on the 1987 animated series.
Their attitude, intelligence, and appearance are more skewed toward their The Secret of the Ooze incarnations when they appear as a dual boss in Turtles in Time and Re-Shelled, appearing as dumb brutes who are ostensibly "babies". In the arcade version and Re-Shelled, they appear at the end of the Pirate ship of the Skull & Crossbones stage, whereas in the Super NES version, they have been moved to the Technodrome, proceeding the fight with Shredder. In the latter, their pirate ship battle was replaced by Bebop and Rocksteady.
In the arcade version and Re-Shelled, both mutants can move around attack with hops and headbutt charges. Tokka can kick at the Turtles and Rahzar will swipe at them with his claws. Tokka can also pull into his shell and slide around the screen in an attempt to hurt the Turtles. In the Super NES version, they add several new attacks to their battle; Tokka can spit out a ray that freezes, and Rahzar has a fiery breath (interestingly, Rahzar had the freeze breath previously in The Manhattan Project. Tokka can also jump on Rahzar's shoulder and leap off for an attack, and Rahzar can jump on Tokka when he does his shell slide attack and ride him around. In both versions, the mutants can accidentally crash into each other to damage one another, and will de-mutate back into a baby snapping turtle and wolf upon defeat.
Rahzar and Tokka return in Teenage Mutant Ninja Turtles: Mutant Madness as both playable characters and enemy opponents. This is the first legitimate playable appearance of Tokka since his debut in 1992. In this version, they are more like the 1987 animated series versions in both appearance and intelligence. After they are defeated as bosses for the game's story mode, they apologize for wreaking havoc and say their feral instincts got the best of them, indicating that they have since defected from the Foot Clan and simply try to live their lives.
Rahzar and Tokka themselves do not appear in the main story of Teenage Mutant Ninja Turtles: Shredder's Revenge, but Tempestra summons digital copies of them in her boss fight at Crystal Arcade. Both digital mutants are capable of attacking with basic physical attacks, and Tokka retains his shell-sliding maneuver. Rahzar can stun the player (and Tokka) with his bad breath. Whenever either or both of them are summoned, they must be defeated before the player can attack Tempestra again. Their involvement in her boss fight is likely a nod to their appearance in the animated series, in which they terrorized the Crystal Palace Mall. In the game's Survival mode added with the Dimension Shellshock DLC, Rahzar and Tokka become proper bosses as themselves and not digital copies.
