The Punk Frogs are a group of Florida-born mutant frogs that are allies of the Turtles. They have broadly similar (but more mild-mannered) personalities to the four turtles, with Attila emerging as the group's leader.

When Krang tries to send a canister of mutagen to Shredder, an ion storm in Dimension X causes the mutagen canister to go awry. It ends up in the Okefenoke Swamp in Florida. Worse yet, it burst open upon impact with the water and almost instantly mutated four frogs to human size.
