In it, he sits inside the White House in Washington, DC together with John Bishop, reprimanding John Bishop for attacking the Oroku Saki Mansion, and for failing miserably during the Triceraton invasion of Earth.
When the President of the United States, who held the ultimate authority over the Earth Protection Force, wanted to cut its funding because the organization appeared to be devouring capital, Bishop unscrupulously used the results of his work to fake an alien invasion and thus persuading the president to keep the money flowing.
