Oroku Saki (also known as Shredder is one of the main villains who appears in the TMNT comic strip. He is an ally of Krang and co-leader of the Foot Clan.

The Rat King Gambit[]
Devising an evil plan with Shredder, Krang supplies Rat King with a mind-bending flute, which hypnotizes anyone who hears the music. Rat King uses the television to reach as many people as possible and lures them to an abandoned cheese factory warehouse. Splinter and April O'Neil fall victim to the plot. Just as Rat King is about to poison everyone, the Turtles arrive and knock out Rat King.
Their first plot spoiled, Shredder gets on television and challenges the Turtles to a fight. In preparation for their final battle, Krang decides that it might be worth having a negotiation with the Turtles and literally just asking them to let the Foot Clan take over the world. Shredder finds this a ridiculous idea, but Krang counters with an even more ridiculous idea - he claims that a turtle's natural enemy is the "pre-historic, duck-billed platypus" and forces Shredder to dress up as one to frighten the Turtles.
Before Shredder even leaves, Krang sends out a giant Foot Soldier to attack the Turtles. The Foot Soldier gets stuck in a tunnel and other Foot Soldiers have to try and push it loose. When the giant Foot Soldier escapes, he begins to destroy all the other Foot Soldiers, much to Krang's dismay and Shredder's horror. Their plan was to have one of the robots take a bomb and leap on the Turtles, blowing them all up. When this plot goes astray, Shredder has no choice but to meet the Turtles on the rooftop of the warehouse.
Shredder and Krang go out onto the roof, but when the Turtles rush to attack, Krang quickly exits. Shredder displays the bomb and tells the Turtles he's going to blow them all up. Just as he activates the bomb, Splinter opens the elevator door behind him. Shredder is startled and drops the bomb down the elevator shaft. Determined not to be denied his vengeance, he leaps in after the bomb, which explodes. The Turtles and Splinter escape the collapsing building on a flying saucer that has just shown up.
Though Shredder has survived the explosion, he is in the hospital. With his body completely wrapped in bandages and his arms and legs help up by pulleys, Shredder vows to make the Turtles suffer twice fold for the indignities he's suffered.
