In Teenage Mutant Ninja Turtles (Panini), Oroku Saki, also known as the Shredder, is the leader of the Foot Clan, and a primary antagonist of Splinter and the Ninja Turtles.
This version of Oroku Saki is branched off from his original version in the 2012 TV series. His history before the events of Panini comics is the same as that of his animated version.

A Slice of Luck[]
Oroku Saki, The Shredder, debuts in A Slice of Luck. In Foot Clan HQ, Fishface grovels before Shredder, telling him they know the Turtles are in the sewer, they just don’t know where. Shredder orders him to find their hideout and Fishface assures him he will. He’s been watching the Turtles and thinks he’s found a weakness. He swears he will not fail and Shredder replies threateningly that he will not.
Stroke of...Genius?[]
Stockman-Fly presents an array of robotic weapons to the Shredder, telling him they are based on natural turtle predators. Each one meets with Shredder's derision until Stockman finally brings forth his Robo-Samurai. This robot handily defeats the Footbots sent to test it, so Shredder tells Stockman to see what the Robo-Samurai can do against the Turtles.

Shredder's appearance in this comic is purely as a part of Leonardo's imagination. In it he dresses Shredder like a clown.
The Mighty Multi-Mutant[]
Shredder watches as Stockman puts the finishing touches on his latest experiment. Making use of the DNA of some of the city’s deadliest mutants, Stockman is going to upgrade a Footbot in order to turn it into Shredder's most perfect weapon. Tiger Claw is observing from another room and becomes angry that some of the DNA being used belongs to him. He sabotages the machinery, causing the system to overload and the mutant DNA to mutate into organic matter. It grows over the Footbot’s robo-skeleton and creates a mutant with parts from multiple other mutants.
Secret Weapon X[]
A pair of Purple Dragons are preparing to attack the Turtles when they overhear them talking about a new 'secret weapon'. Worried that this weapon could prove extremely destructive, they pass the story on to Hun. Hun passes it to Fishface, who tells Rocksteady, who then tells Tiger Claw. The story grows with each telling until Tiger Claw adds his embellishment as he tells the Shredder, who declares that the weapon shall be his. He gathers a small army and goes out to confront the Turtles. They all quickly learn that playing the 'telephone game' usually means something innocuous becomes very exaggerated.
