One-Year the 10th is a fanatical follower of the Free Cattle who has been assigned to kill Wilbur Vincent. He is a master of his craft, so highly proficient at stealth that he causes a feeling of unease in the very few who do detect his presence. He is not considered "evil" and harbors no ill will toward Wilbur as a person, but must complete his mission.
