[Opening sequence and theme song.]
[Open on a view of the city. A helicopter passes by and flies over a courthouse building. In front of the building are several people, many of them reporters. The doors open and a man with a coat draped over his head is led outside. Reporters are waved away as the hidden man is taken to a waiting car. Reporter April O’Neil is on site.]
April O'Neil "And to what do you attribute the recent decline in the city's crime rate, Commissioner?"
Commissioner "I think that's simple, April. Me."
[In the Turtle Lair, the Turtles are watching the broadcast.]
Raphael "Him? Oh, gag me."
Commissioner "Ever since I became the city's crime commissioner, I've waged an aggressive war on crime and corruption."
Raphael "Oh? And what have we been doing? Sitting on our tails?"
April "Thank you for your comments, Commissioner."
Michelangelo "Whoa, talk about a major glory hog."
Raphael "Hey, listen, the crime rate's dropped because we've been running our shells ragged fighting creeps like Leatherhead and the Rat King. I'd like to see the cops take on those weirdos. Ha!"
Splinter "Raphael, doing the right thing is its own reward."
Raphael "Yeah, but look how they treat us, Master Splinter."
Splinter "You may soon find out that you need the humans more than you think."
[Donatello’s Turtlecom chirps.]
April "Guys, it's April. There's been a break-in at the city Hall of Records."
Leonardo "We're on our way.
Well, are you with us or not?"
[He turns to Raphael.]
Well, are you with us or not?"
Raphael "Yeah, I'm with you. But I'm bitter."
Michelangelo "Come on, dudes. Let's beat feet."
[As they leave the lair, Splinter watches them with concern on his face. They reach their destination and see that the doors have been broken in.]
Donatello "Whoa, it looks like there's been uninvited company all right."
[The records vault has also been broken into and the culprits are still there. Shredder, Krang, Bebop, and Rocksteady are searching for something when the Turtles arrive.]
Raphael "Sorry, boys. The office is closed."
[The Turtles draw their weapons and charge.]
Shredder "The Turtles. Destroy them."
[Two of the Turtles leap on Shredder and Rocksteady. Bebop draws his laser blaster.]
Bebop "You stinking Turtles.
Unh! Ooh, I hate it when they do that."
[He shoots, but Donatello throws his bō and knocks the weapon from Bebop’s hand.]
Unh! Ooh, I hate it when they do that."
Raphael "What do you say we talk about it out in the street?"
[He tosses Bebop outside and Michelangelo tosses Rocksteady out, too. Street construction workers see that and then see Shredder break out a window and leap out, followed by Leonardo.]
Workers "What on earth? Let's get out of here. Get out of the way."
[Bebop and Rocksteady pick up a machine filled with street tar.]
Shredder "You wretched reptiles. This time you've pushed me too far."
Raphael "Really? I think we can push you a lot farther."
[He and Donatello pick up Shredder and throw him down on the street just as his mutant henchmen were trying to dump tar on the Turtles. They douse Shredder instead.]
Shredder "[Groans] What the blazes?"
[The Turtles all laugh.]
Michelangelo "Whoa. I'd say we whipped the tar out of him, dudes."
[Krang comes running down the front steps holding a folder.]
Shredder "You morons. Look what you've done to me."
Rocksteady "Gee, boss. It was an accident."
Krang "Never mind that. We've got to get out of here."
[The Turtles chase them down the street and down an alley, but the villains manage to escape in a Transport Module.]
Donatello "Well, we'll never catch 'em now."
[Sirens wail and a police car speeds around the corner.]
Raphael "Yeah, and the humans will probably take all the credit for foiling the break-in."
[They leave the area as more law enforcement arrive. Cut to the Technodrome beneath the ocean.]
Shredder "This is the final straw. Those miserable Turtles have humiliated me for the last time."
Krang "Oh, forget it. We have all the information we need from the Hall of Records."
Shredder "No, I won't forget it. Those accursed shell-backs must suffer. I want vengeance, no matter what it takes."
Rocksteady "Oh, boy. Can we help, huh?"
Shredder "There's only one way you morons can help me.
And that's by staying out of my way."
[He grabs and drags them both to a floor hatch.]
And that's by staying out of my way."
[The hatch opens and he throws them into the bowels of the Technodrome.]
Both "Oof!"
Shredder "You bumbling idiots have failed me for the last time."
[The hatch closes.]
Bebop "Uh, gee. Does this mean we're canned?"
[In a workshop, Shredder looks at Chrome Dome, who is flat on a table.]
Shredder "The last time Chrome Dome met the Turtles he nearly defeated them.
This time he shall not fail."
[He completes some work on the circuitry, and Chrome Dome sits up.]

Chrome Dome "What are your orders?"
Shredder "Wait here while I recruit more minions…
…from Dimension X."
[He walks over to the Trans-Dimensional Portal.]
…from Dimension X."
[He enters the portal. Return to the lair.]
Leonardo "I don't get it. What in the world would Shredder and Krang want from the Hall of Records?"
Donatello "There's absolutely nothing of value there."
Michelangelo "Hey, dudes. Maybe we should check with April."
Raphael "Yeah, she's always good for a clue when we get stuck like this."
