The New York Police Department is a recurring faction in the IDW continuity. Most prominently, Michelangelo came across a detective named Kara Lewis, while she was undercover at a costume party, investigating a jewel heist. Micro-Series #2 Lewis since has had multiple run-ins with not only the Turtles, but the other associated weird characters and events in their lives.
Michelangelo also met officer Maureen Lin, who was investigating her brother-in-law Calvin Banks' disappearance, which led the two of them to find that he had been murdered by Wyrm. The Rot in the Shell
The police, responding to orders issued by District Attorney Hieronymus Hale, try to capture the Turtles during the NYC vs TMNT story arc. It is revealed that some of the Foot Clan had infiltrated the New York Police Department and were operating outside the boundaries of the law.
