New York's Shiniest is a story in the TMHT Annual 1990 publication. It is a comic adaptation of the Fred Wolf TMNT cartoon episode with the same title.

Summary[]

April O'Neil and her friend Irma are heading to April's apartment when they see a couple of thieves burglarizing her place. The thieves ignore her demand to stop and push past her. April immediately calls the Turtles, who respond quickly. They confront the thieves, who laugh, until the four Turtles lift the thieves’ van overhead. Realizing the Turtles are too strong for them, they leave and the Turtles return all of April’s things.

Deciding to investigate the crime wave, April soon learns of a scheme to build robot cops. She comes upon the prototype robot cop and finds his controller. When April activates the controller, the robot comes to life and salutes her. He introduces himself as REX-1 and announces that he’s programmed to obey and protect her.

After taking his photograph and asking questions, she goes to leave but Rex-1 insists he must remain with her. April goes to see Splinter and the Turtles in their sewer lair and tells them the story, with Rex-1 standing nearby. Splinter says he fears this means trouble because he’s learned that Shredder is also interested in the cybercop.

Elsewhere, Shredder is hacking into the Police Department Technology Computer while Bebop and Rocksteady look on. Once he is in, Shredder proceeds to build his own army of robot cops. Twenty-four hours later, the Turtles, driving through the city in the Turtle Van, come upon a mob of robot cops.

The robot cops open fire on the van, stating that they serve the Emperor Shredder and that the Turtles are wanted criminals. The Turtles shift into reverse but the van falls through a hole in the bridge they are on. When the robot cop reports that there is no sign of the Turtles, Shredder, Bebop and Rocksteady celebrate.

Soon the Shredder’s robots begin a series of bank raids. Meanwhile, Splinter, April and Rex-1 try to find the Turtles. They too encounter a mob of Shredder’s robot cops. Rex-1 says to leave them to him, but one of the robot cops fires into a building overhead and broken masonry falls on Rex-1. Suddenly, the Turtles appear and Leonardo flings one of his swords, slashing through overhead power lines. The falling lines hit the robot cops and destroy them.

With the robots dealt with, The Turtles take Rex-1 back to the lair and April asks Donatello if he can mend the robot. Donatello says that he can, and that he can also program Rex-1 to control Shredder’s robots. He uses Mikey’s favorite video tapes as part of his reprogramming.

When Shredder sends all of his remaining robot cobs to attack the Turtles, Rex-1 calls out to them to pay attention to him. Don activates Rex-1’s controller and the robot begins performing aerobics moves. Don used Mikey’s aerobics tape as part of the reprogramming and also speeds it up. Shredder’s robots move faster and faster until the destroy themselves. Later, Splinter congratulates the Turtles and Rex-1 for a job well done.
