The Mystic Tech Weapons were created by Dr. Chaplin during Season 5 (The Lost Episodes) of the 2003 TMNT series.
Dr. Chaplin spent months working on the weapons technology, in preparation for the demon Shredder's attack. The concept combines magic and mysticism with high-tech weapons, which can create ectoplasm as well as melt demons.
Amongst the weapons utilizing the magic tech are blasters, Karai's sword, and rays built into the Foot Tech Ninja uniforms. During the episode "New World Order, Part 1" the Foot Tech's bind the Shredder in an ectoplasm cocoon, trapping him for a short time until he uses his more powerful magic to break free.
During "New World Order, Part 2", Karai's sword is shown to be resistant to magical attacks because it is powered by a tank of glowing blue liquid, part of the mystic weapons tech, that she carries on her back. Shredder's magic again proves more powerful and he destroys her sword. Karai also carried a bottle of ectoplasm blue liquid which she used to smash it on Oroku Saki, momentarily stunning him.
Later, as Karai and the Turtles battle the Shredder's undead minions, Chaplin and a squadron of Foot Ninja arrive carrying Mystic Blasters, which can disintegrate the minions. Shredder manages to destroy all of the Mystic Tech Weapons and only by using their own mystic powers are the Turtles able to escape with a badly wounded Karai.
During Enter the Dragons, Part 1 and Enter the Dragons, Part 2, Chaplin leads the Foot Ninja, all armed with upgraded Mystic Tech Weapons, in an attack on the Shredder's headquarters. Chaplin also supplied that technology to Bishop and his team.
