Mutant water buffalo are the primary species of mutant in Jakarta, making up part of Jakarta's military (the "buffalo brigade") and President-for-life Benji Ahmani's security detail. Ahmani is literally never seen without one or more Mutant water buffalo bodyguard in his presence.

Due to Ahmani's cruelty, he does not enjoy a high loyalty rate within the mutant water buffalo, and there exists a secret political party, the Visgot Aganay, which seeks to not only unseat Ahmani, but reduce humans to second-class citizens within Jakarta.

Estimated population of mutant water buffalo in Jakarta is 385,000, which is divorced from the rest of the mutants' population of 560,000.
