
Mutagen, also called Ooze, is a mucilaginous substance that has the effect of causing any creature exposed to it to increase in size, strength, and sometimes in intelligence. It is responsible for mutating many of the characters in the series, particularly the four Ninja Turtles.

The reason for April O'Neil's meeting with Lady Tsunade began when scientist Baxter Stockman reached out to tell the press his side of the story on why he had been let go from the city's foremost university. April met with him and he told her that the university had hired him to engineer machines. Stockman considered himself a polymath and spent his time, and the school budget, on biological research instead. The university was not happy. Stockman was obsessed with the potential military applications of bio-mutations, all made possible by his theoretical mutagenic compound. Calling it 'ooze', Stockman imagined creating innately powerful supersoldiers possessing the fiercest traits of humans and animals. As April tells the story to Team 7, there are flashbacks to her meeting in Stockman's lab. He shows her a small mutagen container, and then a much larger machine containing the substance. The scene cuts to April standing amidst debris and fire, looking up at the shadows of huge, mutated creatures. April tells Team 7 that Stockman wanted to create and control monstrous mutant ninjas.
