The Muta-Shooter was a device and weapon created by Krang as an attempt to turn the Turtles into mindless slaves.
In Napoleon Bonafrog: Colossus of the Swamps, Shredder, Bebop, and Rocksteady travelled to Florida to fill the Muta-Shooter with the mutagen from the swamp, and accidentally zap Napoleon Bonafrog with it, transforming him into a big, savage monster. However, the effects of the shooter don't last very long whenever Napoleon shows resistance when the effects wear off, causing Shredder to keep zapping him.
When Shredder captured Donatello, he forced him to make the Muta-Shooter's effect permanent by fixing its circuits. However, Donatello tricked Shredder by crossing the wires of the shooter, and when Shredder zapped Napoleon with it to test it, Napoleon reverted back to normal permanently.
