April O'Neil is on-site at the zoo to report on a theft committed that morning. Police are baffled as to who could have been crazy enough to steal a wild boar and a rhinoceros. She points out a big hole in the ground as the incredible escape route used by the mysterious thieves. In their lair, the Turtles and Splinter watch the broadcast. When Leonardo asks what his master thinks, Splinter says it looks like the work of Shredder. He guesses that Shredder’s hideout might be near the zoo. Michelangelo asks if he means the Tecnodromo and Splinter says it would be a good idea to investigate.

They travel through the underground until they encounter a landslide that has blocked the cave. Splinter points out a small passage at the top which is a convenient entry point for a rat, though it’s not big enough for a mutant Turtle. Leonardo calls out for the others to follow him and look for another entrance.

Meanwhile, nearby, Rocksteady asks about the boar and rhinoceros that Shredder has in cages. Shredder answers that he’ll use them to transform Bebop and Rocksteady into invincible mutant punks. Bebop tells him to forget it. Shredder replies that he didn’t think they like being punched by the Turtles, which makes Rocksteady asks if that means they’d be stronger than their enemies. The pair of thugs quickly change their minds.

The Turtles discover that there are no other openings and decide to try to bypass the obstacle from above. The manhole they use brings them up inside the zoo. They find the hole used by Shredder to steal the animals and quickly jump down. Directly beneath them is the Tecnodromo and on the ground, Leonardo finds Splinter’s walking stick. Shredder’s voice comes from a speaker and tells them that their master is waiting. He invites them in and Donatello tells his brothers they have no choice, but to be careful.

They are attacked by robots, but quickly destroy them. They proceed on, hoping to catch Shredder by surprise. The Turtles soon find Splinter, but he is suspended from the ceiling with rope tied around his body. Splinter calls out to them that it’s a trap and then Shredder steps into the open. He tells the Turtles that they will have to deal with his terrible motopunks. Bebop and Rocksteady come into the light, having been transformed. Michelangelo swiftly disarms Rocksteady and comments to Donatello that their aim hasn’t improved. Donatello trips Bebop and replies that they are just as stupid as before.

While his brothers deal with the two mutants, Leonardo leaps up and cuts Splinter free. Raffaello is there to catch him. Having rescued Splinter, the Turtles race out of the Tecnodromo. Back at their home, Splinter congratulates his sons and says he’s proud of them. Leonardo says that Shredder didn’t make a very good deal by transforming his minions. Donatello claims that he prefers them this way, and Leonardo asks why, because they are still disasters. Donatello agrees with that, but says they are much cuter now. The other Turtles laugh.
