The man calling himself Monster is nothing but a delusional homeless man. At some point in the past, a traumatic event snapped his mind, causing him to think he's a monster from the comic books he used to read as a lad.
The "Monster" is obsessed with filth and is repulsed by anything good, pure, and clean. He fancies himself a king of rats, but the truth is, any time they seem to do what he commands, is just because they have a similar goal in mind.

- The "Monster's" design is based on the Mirage continuity's version of the Rat King. This book was written before Rat King re-appeared City at War, part 6 of 13 and thus he has a different backstory that takes the character in another direction.
