Mini Shredder is one of the three Shredder mutants created by Baxter Stockman to guard his lab.
The mini clone of Shredder was presumably created from Oroku Saki's DNA and shrimp DNA, which gave him shrimp whiskers and a shrimp tail.
He was, ironically, shredded by a giant fan in Stockman's lab when Splinter defeated him.
