General Mike Ulster is the military genius who leads the primary armed forces of the Empire of Humanity and personally commands a combined troop of human and mutant dog soldiers. He is an avid student of military history and a master strategist, making as close to zero mistakes as humanly possible; the only failures his troops experience on the battlefield are because he is so far above their level that they misunderstand him or purposely deviate from his plan.
Unlike a majority of The Empire's human population, he is not anti-mutant, just pro-human. He would grant all mutants of the Empire full citizenship if given the opportunity, and he feels guilt and remorse for any soldier's loss of life, be they man or beast-man.
