While Master Splinter is away, Leonardo is left in charge of keeping the Turtle Team in fighting trim. Unfortunately, his by-the-book behavior soon drives his pals to zap him with Donatello's Personality Modifying Ray-turning him into one happy-go-lucky reptile! Naturally, that's when arch-villain G. Cleff begins trashing the entire city with his humongous ultra-sonic stereo system! The other Turtles spring into action to muffle the mad maestro-but Leonardo just wants to have fun!
