Plot Synopsis
The Mayor of New York City has come up with the perfect way to end all crime: LEX: Law Enforcement Expertinator. LEX is successful in stopping crime. Then a power hungry professor Mindbender tweaks the robot to arrest people for minor mistakes in a ploy to seize control of the city. Things go from bad to worse when Leonardo and April find themselves running from the law because they walked as a light turned to "Don't Walk". The other turtles are on vacation in Florida and Donatello is fixing a communication system. Leonardo must now think and find their old robot ally. When they find REX and get him working LEX arrives in the lair and brainwashes REX that Leo and April are their enemies and commands him to do his dirty work. Leo finds a stray skateboard to beet feet. This is about the time Donatello gets the Turtle Coms working again. After listening to Leo's messsage, Donatello informs the others to head home due to the grave situation that rose. By the time the team reunites, Leo tricks LEX into arresting Mindbender for scuffed shoes. The turtles are proud of their leader for his problem solving strategies that saved the city from Mindbender.
