In the IDW continuity, Juniper is the name Rocksteady gave the long-handled sledgehammer he used as his primary weapon while he was part of the Foot Clan.
It with was with Juniper that Rocksteady mortally wounded the mutant turtle Donatello during the events of the Attack on Technodrome story arc. Rocksteady swung Juniper with enough violent force to break Donatello's carapace in two. The injury was so severe and ordinarily fatal that the turtle was initially believed dead, but even Donnie's final recovery during the Vengeance arc required a prosthetic carapace and an infusion of healing ooze to bond it to his body.
Juniper was last seen during the Vengeance arc.
