Jay is a mutant poison dart frog who first appeared in TMNT #112. One of Mutant Town's mutagen bomb victims, he was originally an ordinary human in New York City. After mutating in the event, he was shunned and outcasted by every human he thought loved him, including his mother, his boyfriend and his aunt. Since his skin itself is venomous to the touch, he wears a hoodie and tries hard to avoid physical contact with other people, adjusting to a new life where it's possible he may never be able to touch another person again. At one point, he accidentally poisoned Michelangelo during a heated moment. Michelangelo was not angered by this incident and assured him that there was no hard feelings. He eventually became a member of Jennika's band Created in Darkness.

- Michelangelo: Jay found his radio show distasteful, being annoyed at his "safety tips and platitudes", not realizing that Mikey actually is a genuine well-meaning guy who wants the best for everyone. He accidentally poisoned Mike in a heated moment, but Mike wanted to ensure that there were no hard feelings.
