Dr. Jasper Barlow is mutant mouse residing in Mutant Town. He ran a cosmetic surgery office were he offers body grafts to mutants who want to feel more human. After kidnaping members of the Splinter Clan and other mutants to conduct experiments on he became an enemy of the turtles.
He was arrested in after the Damage Done Arc.

Jasper Barlow was a renowned surgeon that published many papers and was considered a pioneer in reconstructive techniques.
After Jasper Barlow was mutated by Old Hob's Mutagen bomb, he was relocated to Mutant Town along with the with the rest of his fellow mutants. At some point he opened his own cosmetic surgery clinic were he conducted various experiments on himself and anyone who volunteered and made an appointment with various transplants and body graft, claiming he was giving his fellow mutants a piece of their humanity back.
At some point, Barlow hired a mutant bull named Chuck and a mutant naked mole rat named D.B. to be his assistants and performed surgeries on them as well.

When Alopex and Donatello entered his clinic, he was welcoming and offered them a grand tour.TMNT #126 After the other Splinter Clan members arrived, Barlow offered to treat Raphael's chest wound and work on Donatello's shell, but refused to look after Casey Jones' injuries, because he does not treat humans.
After the clan had left, he discussed his development of his own "mutant turtles" over the phone with an unknown entity. Don returned to Barlow to ask more about what he could do for his carapace, and Barlow introduced him to Venus. TMNT #127 {IDW)
Personality[]
Jasper Barlow is very proud of his surgical skills. He possesses a calm demeanor, although this may be just to get his potential patients comfortable. In reality, he is somewhat deranged, conducting exceedingly unethical experiments. For some reason, Barlow has a strong dislike for humans, as seen when he vehemently refuses to treat Casey's injuries.
Appearance[]
Dr. Barlow is a male mutant rodent with white hair, red eyes and crooked teeth who has done multiple surgeries to himself with a patchwork-like face, and bandages on his hands and feet. He wears a tattered, stained lab coat, a red shirt, and brown pants.

Chuck and D.B. are his henchmen.

Sheena came to Barlow's clinic to see if he could help her by giving her hair again.

When Donatello and Alopex fell through the roof of his clinic after a fight with the Punk Frogs, he greeted them and offered them tea. Barlow quickly deduced that the young turtle was Science-Minded like himself. Donatello and Barlow had a mutual respect for each other, since they are both gifted with genius-level intelligence. Donatello was then stunned and horrified to see Jasper Barlow's patchwork mutant creation, Venus. From then on Donatello became an enemy of the mad doctor and was determined to stop Barlow's evil experiments.
Raphael[]
Raphael was immediately distrusting of Dr. Barlow, saying that he was "Definitely a bad guy".
Casey Jones[]
Casey and Jasper Barlow have somewhat complicated relationship, as seen that, while Jasper was bandaging Raphael's shot plastron, when Casey asked Jasper to help with his injuries, Jasper abrasively refuses, claiming that he's only treating mutants, not humans, which Michelangelo finds "messed up".
Bonnie/Venus[]
Bonnie was apparently found near-death by Barlow and reconstructed, beginning to heal her back together with a scale from the Dragon. However, Bonnie, who he renamed Venus, was held against her will, and she was initially part of a commissioned experiment to create a false turtle, and deemed a failure, later becoming a test subject for his experiments. After escaping from the mad doctor's clutches, she made it her mission to stop Barlow from misusing the power of the Dragon scale.
Leatherhead[]
Barlow was the one who patched Leatherhead up after Krang was removed from his body. He promised to turn Leatherhead back into a normal alligator if he helped the doctor with his experiments. After the murder of several mutants and the kidnaping of Mushroom following the unwilling surgery on the young mutant weasel, Barlow reveled he considered Leatherhead "incidental" in the scheme of things and was merely using him enraging the enormous reptile. Leatherhead attempted to kill the mad doctor, so Barlow used the piece of the dragon scale implanted in Leatherhead's chest to control him like a puppet. After Leatherhead was freed, he helped the turtles bring Barlow to the authorities.
