J. Finn also known as T9581, was a human naval officer turned into a mutant.
Biography[]
Very little is known about Finn except that he was married and had a son. He was a former friend of John Bishop, who attended his wedding as his best man.
At some point, he was part of the "genetic research" that Bishop was conducting and was turned into a monster. He became uncontrollable and was later stored in a frozen container. During a hijack, the Purple Dragons stole weapons from Bishop, including T9581. At the Purple Dragons' lair, T9581 was awakened by two gang members and started attacking the Dragons, Hun, and then Leonardo and Casey Jones. During the fight, T9581 hears a bell toll, and remembers his wife and wedding. The flashback memory sends him rushing through the salt marshes and towards the Brooklyn Naval Yard. Bishop and his men locate him and attempt to get him under control by restraining him. Because both Bishop and 19851 were close to a gas station, an explosion occurred during the struggle, which resulted in the monster's seeming demise. However, T9581 is then seen swimming in the sea, remembering his wedding. Following this, Bishop ordered his people to retreat from the area, so as not to be associated with the disaster.

- How T9851 was mutated is never specified, but given he was friends with Bishop, and Bishop himself mentions "genetic research," it raises a troubling possibility he was a test subject for his former friend.
- Dragon's Brew is Finn's only appearance.
