The Hero Turtles and Splinter are asleep in their beds, when suddenly Splinter screams in fright. The Turtles rush to his side, asking if he's had a nightmare, but it seems that he believes it's more of a premonition - Krang, for whatever reason, intends to attack Hong Kong. The Turtles don their weapons, fedoras, and trenchcoats, and take the Turtle Blimp to Hong Kong, stopping along the way at an Italian fishing vessel to "refuel". After arriving in the skies over Hong Kong, the Turtles scour the junks looking for trouble, and spot one in the harbor with Bebop and Rocksteady on board. They swoop past the junk and scare the two off of the ship, detaching the Turtle Glider from the blimp to pursue. Shredder and Krang arrive on deck, and Krang sics a couple of Footbot-operated turrets on the Turtles.
As the Turtles evade the gunfire, more Footbots arrive to do battle, and a couple help Bebop and Rocksteady out of the harbor. Raphael pelts the Foot with some grenades, but then Krang unveils a couple of multi-barrel rocket launchers. The Turtles narrowly avoid the rockets and send a devastating blow to the Foot's junk with more grenades. The junk starts heading toward a small fishing boat with two occupants. Bebop points this out to Shredder, who just gleefully brags that their vessel is bigger, and they rip right through the fishing boat. Luckily, the two men are swiftly rescued, but the Foot's deliberate harming of innocents angers the Turtles.
They bomb the ship's masts, causing them to catch fire and spread quickly. The Turtles are baffled when the Foot Clan heads under docks, but unbeknownst to them, they were heading for miniature escape submarines that would take them to the Technodrome.
Much later, a lone fisherman, Sam Lo, sees something rise out of the harbor on the end of his line and thinks he's caught a big fish, but it turns out to be the rising Technodrome. Sam is thrown backward and knocked out, and the Foot wheel out Krang's Force Field Machine. Krang plans to encapsulate all of Hong Kong in a force field so he can use it as his base. The Turtles suddenly shine a searchlight from their blimp onto the Foot and startle them. The Turtles had presumed that the Foot had escaped somehow and patrolled the harbor until they saw the Technodrome rise. Krang orders Shredder to turn on the Force Field Machine, but the Turtles destroy it with a grenade before he can. Bebop and Rocksteady fire at the blimp, while the Footbots and Shredder fight the Turtles in hand-to-hand combat after they deboard. The fight is overwhelmingly in the favor of the Turtles, so Krang, Shredder, Bebop, and Rocksteady make a hasty retreat into the Technodrome, with the Footbots providing cover. Krang uses a Trans-Dimensional Portal to transport the Technodrome back to Dimension X.
The Turtles bemoan that the villains got away. Sam comes to and reasons that he was just dreaming. Don says he wishes they could tell him the truth, and asks Leo where they should head next. He says that they should return home to Master Splinter - after getting pizza, of course.
